i think the second one is working best because the white type is overlaying the paint splats. They are too distracting and become a focal point in a your last one and I think it takes away from your typeface. The color is really great, maybe the white out lined letters could be more prominent? good job though.

i think you're trying to convey bars with the vertical lines in 1 & 2? not sure that is coming across. the splats are much more successful as visual elements, though i agree with megan about distraction.
perhaps a combination of 2 and 3? free up the splats in the background of 2 either by killing the bars or making the splats interact with them more (i'd also like to see them cleaned up, as they are even more distracting at such a low resolution). i'd also love to see the words 'community service' livened up a little; try jostling the letters and/or playing with their color. or as megan suggested perhaps they would look good in white outline?
